Born and raised in Billings, Montana, he is a part-time ranch hand and hails from a family that has ranched in Montana since 1905. These experiences give him ideas for his paintings whose themes are the working cowboy. He attended Montana State University and the Art Center College of Design in Pasadena, California.

Chris Owen's work has been included in the Coors Western Art Show the CM Russell Art Auction and the Cheyenne Frontiers Days Governor's Invitational Western Art Show.
