He worked as an apprentice to Charles Catton, R.A., for seven years, starting in 1786. Owen entered the Royal Academy as a student in 1791, receiving encouragement from, among others, Sir Joshua Reynolds. He was elected R.A. in 1806, became portrait painter to the Prince of Wales in 1810, and was appointed principal painter to the Prince Regent in 1813.
