Lucia Wiley was born and raised in Tillamook, Oregon, and then attended the University of Minnesota in Minneapolis, earning her BA degree in 1928. In 1932, she received her MFA degree from the University of Oregon in Eugene, where she focused on researching and practicing the true art of fresco painting. In Minneapolis, she worked as a designer and began a serious career as a muralist.
