| Born in Philadelphia, David Etter lived in that city most of his life and became a copyist of "fair ability". He was especially known for his copies of paintings by Gilbert Stuart. Etter's copy of the "Lansdowne" portrait of George Washington by Stuart is owned by the city of Philadelphia, and extant are several fire-engine panels by him.
Etter also took part in the city's politics as well as those of the state of Pennsylvania.
