Born in Iowa in 1908.  While a resident of Los Angeles in 1930-32, Cowan was active in the local art scene.  By 1933 she was a resident of Marion, IA and by 1936 she was known as Elsie Cowan Scott.  Exh:  Calif. WC Society, 1931-32; Artists Fiesta (LA), 1931; Iowa Art Salon, 1933; LA Co. Fair, 1936.
