This biography from the Archives of AskART:
Frank W. Neal (b.1915-d. unknown date)

He was born 1915 in Texas and then moved as a child.  He was one of the founding members of the South Side Community Art Center in Chicago (1940).  He also exhibited in the first exhibition in 1941 at the South side Community Art Center titled "Negro Artists of Chicago".

Frank Neal moved to New York City in 1955.  Mr. Neal worked in Mexico where he owned and made custom art trays.  His date of death unknown.
