Joseph W. Kehoe was born in Portland Oregon in 1890. He attended the University of Oregon school of law and became an attorney in Portland.
In 1919, he moved to Alaska and practiced law in Juneau. From 1924 to 1929 Kehoe was a United States commissioner at Ketichikan. He also became a member of the territorial Legislature in 1933 as well as 1943. While in Alaska from 1933-1943 he was a U.S.District Attorney, Third Division.
