Arthur Locufier was born in Eeklo, Belgium on 26 January 1871. Raised in an art-loving family, he already in his childhood demonstrated his artistic talents. He married Alcie Van Canegem in Eeklo on 12 July 1902. Arthur Locufier was then registered with the profession of "varnish maker."

However, he had given his heart to painting. He was a board member in 1888 of the Eeklo Art Guild and a member of The Art League, founded in 1890.

Oskar Lippens wrote the following about the artist: "Arthur Locufier attended classes at the Académie in Dendermonde where he won first prize for painting. Because of his optimistic character and disposition he came completely under the influence of the Luminis Prophetic School of Dendermonde (I. Meyers and J. Rosseels). He was noticed by the great master in this direction, namely Baron Franz Courtens , under whose direction he was fully developed. His work underwent its influence throughout his career and he remains a colorist and the light in his work played a major role."

"Since he was not forced to earn his living as a painter he practiced his art as a hobby and he sought not to confirm his reputation with exhibitions. Therefore, he remained unknown in wider circles. Who but his work looks into the private estates collections is struck not only by the craftsmanship that goes there, but mostly by the freshness of the coloring and the play of sun and light in his own way shades. ?His landscapes are sometimes pretty sophisticated painting and often achieve, especially in his last period, the quality of his famous contemporaries. Not only in oil but also in pastels, watercolors and monotypie as an artist he could fully enjoy. In addition he was a clever portraitist with a few lines or blotches of color, a face could revive."

Everyone who knew him personally was under the spell of his charm as a man and artist. He was simple and sincere and was loved and esteemed by the little man as well as the high places. As a writer of articles, reciter, singer and especially as academically trained painter, he exercised a great influence on his fellow citizens, and put his stamp on the generation of art practitioners and art lovers between 1900 and 1930. He founded and led the Art Society "If it fits," and was already at that time a convinced Fleming.

Arthur Locufier was barely 44 years old when he died December 17, 1915 at Eeklo. His son Charles Locufier inherited his beautiful tenor voice and his granddaughter Christiane Locufier her singing talent. She has a beautiful soprano voice. His widow continued to live in 1947 in Eeklo, then moved to Ghent and died on March 5, 1959 at Waarschoot.
