Mark Sijan
Mark Sijan comes to the Minneapolis Uptown Art Fair every year, as far as I know. The schedule for 2009 is as follows:
FRIDAY, AUGUST 7: noon-8:30pm
SATURDAY, AUGUST 8: 10am-8:30pm
SUNDAY, AUGUST 9: 10am-6pm
He usually rents the booth #1101, which is on The Mall right behind Walter Library and is the closest one to Hennepin Ave. It's easy to find it. Just look for a big crowd freaking out "Oh my God!" and staring same direction, i.e. at Mark's sculptures.
