Arthur Bevan Collier was born in Plymouth, the United Kingdom, on March 25, 1832. His father was John Collier the Member of Parliament from Plymouth from 1832 to 1841. The aristocratic family lived at Grimstone Hall, Whitechurch, Tavistock. His elder brother became Lord Monkswell, a well-respected judge of the Liverpool County Court.
After a classical public school education including classes in drawing and painting, Arthur Bevan Collier became a clerk to a solicitor in London, where he met and married his wife, the former Eliza Blaker. Their first child, Ann was born in 1855 followed by a second daughter, Lilian, in 1858. Both became established artists in their maturity.
