Arthur E. Rouse was born in Wisconsin in 1882. While living on a farm in Castroville, Rouse was active in San Francisco's art scene during 1902-34.
While working as an insurance salesman, he painted landscapes in his leisure. His rare works include scenes of Mount Tamalpais and Marin County á la Gottardo Piazzoni.
