Born in Yorktown, IL on March 9, 1854. An artistic child, at age five Dowe won a drawing contest and by 16 was winning premiums at Illinois state fairs. In 1872 he studied at the AIC under J. Roy Robertson followed by work at the Royal Academy in Munich under Karl von Piloty. In 1878 he opened a studio in San Francisco and advertised as both painter and photographer. He was a resident of San Francisco through 1897 except for a three-year hiatus in the 1880s. The year 1886 was spent on a painting expedition in Mexico; the following year he spent several months with the Shakers of East Canterbury, NH; and in 1888 he had a studio in Los Angeles at 13 West Second Street.
