Elizabeth Lucille Mills was born in San Francisco, CA on March 27, 1913. Mills studied at the California School of Fine Arts (San Francisco) and privately with Lucien Labaudt and Lorser Feitelson. She was active on the Federal Art Project in the 1930s and a resident of Hollywood, CA in the 1940s.
