Born in Mexico City on June 26, 1886. Regalado began painting religious genre while serving as an altar boy in his native city. As a youngster he was a prize-winning student at the Industrial School and the Academy of San Carlos (1902-04). In 1909 he moved to New York for a five-year period where he worked in advertising art. Traveling to Europe, he studied at the Academy of San Fernando in Madrid. In 1927 a New York architectural firm hired him to do renderings of Mexican and American buildings and, under their auspices, he went to Chicago as art director for the Century of Progress Expo of 1933.
