Born in Dusseldorf, Germany, Otto Dinger was a painter, etcher, engraver and panoramist, whose career was both in Germany and in Milwaukee, Wisconsin. He was the son of Friedrich August Dinger (1827-1904), a prominent copper engraver.

Otto Dinger took his training in portrait and genre painting at the Dusseldorf Malerschule. In 1885 at age 25, he went to Milwaukee to work as a panorama painter but did not stay long, and by 1889 was back in Germany, settling in Berlin-Charlottenburg.
