Per Eberhard Cogell was born in 1734, in Sweden. After studying at the Royal Ritakademien with Jacques-Philippe Bouchardon and Pierre Hubert L'Archevêque, he apprenticed under the noted pastel painter Gustav Lundberg.
Per left Sweden, and lived in Copenhagen, Denmark, eventually moving to Paris. There he enrolled in Joseph Marie Viens studio, with Jacques-Louis David as a fellow student. At this studio Per also worked close to his compatriot, Alexander Roslin.
Scheduled to travel to Italy in 1766, Per's trip was abruptly cancelled due to illness. At this time he was in Lyon, in the southeast of France, and the city became his fixed point in life. Per's work was noticed in Lyon and orders came in. Among other work, he painted
