Born in San Francisco's Chinatown about 1900. Fong studied art in Oregon at the Portland Museum School during 1919-20 and was a resident of that city during the 1920s. His specialty was Chinatown genre which was reproduced by the West Coast Engraving Company. In 1959 he was living in Los Angeles.
