Born in Houston, MI on May 8, 1911. Williams graduated from high school in Alameda, CA and then attended the CSFA. Upon moving to Denver, he further studied at the Chappell House, an extension of the University of Colorado. He then worked with Pascal Quakenbush restoring the opera house in Central City, CO. While in Colorado, he worked with Charles Kassler in fresco work and continued with Kassler in California doing frescoes at the Los Angeles Main Public Library and Fullerton Jr. College. Williams was a resident of San Francisco in the 1930s and worked for the WPA. At the GGIE he worked with Herman Volz on a mural at the Federal Bldg. One year was spent painting in Hawaii before WWII.
