Harriet Belle Leflar Spurr was born in Canada on March 21, 1887. Harriet Leflar settled in Sacramento with her parents in 1891. Shortly after the turn of the century she married Harlie Spurr. She taught art locally and in 1932 replaced Ida M. Jackson as supervisor of art in the public schools. She died in Sacramento on May 18, 1957.
