Earl Rand Barnett was born on Nov. 22, 1902 in Sacramento, CA. While a resident of Sacramento in the 1930s and 1940s, Barnett was a muralist for the Public Works of Art Project and a draftsman for C. F. Dean Company.
His fine art includes decorative maps, book plates, and watercolors of Balinese and Japanese dancers as well as scenes of Mexico, China and Cairo.
Barnett died in Oroville, CA on Feb. 28, 1990.
