Born in England, it is thought by Grove and Wallace that he exhibited there at the Royal Academy between 1816 and 1835 under the name of J. Jackson Jr. and that in 1833, he exhibited at the National Academy of Design in New York. Apparently he stopped there on is way to the South.

He became a noted miniaturist in Charleston, South Carolina, and according to William Gerdts became one of that city's "last significant miniaturists, coming to this country in 1831 and settling in South Carolina three years later. The gradual decline in popularity of the miniature led him to specialize in painting restoration." (47) By 1850, the year of his death, he was painting in Savannah due to the decline of patronage of artists in Charleston.

His son was landscape painter, Henry Jackson, and he and his mother carried on the father's restoration business in Charleston after Joseph died.
