Born in Milwaukee, Wisconsin in 1894, Wagner studied at an art school in Wisconsin and at the Art Institute of Chicago.  He taught for a year at Layton School of Art in Milwaukee.

Some of Wagner's more popular work includes "Smith Falls," in watercolor dated 1958.  Wagner gained a reputation as an illustrator and renderer of advertising watercolors.
