Roger J. Armstrong was born in Los Angeles, California on October 12, 1917. He studied at Pasadena City College and Chouinard Art Institute in Los Angeles. He spent considerable time studying with well known artists Phil Dike, Dan Lutz, Richard Haines, and Rex Brandt in the 1940's. Armstrong was a successful cartoonist who also painted California watercolor landscapes in what is referred to as the "California Style".
