This biography from the Archives of AskART:
Roscoe Jesse Carver was born in Washington on Dec. 31, 1896. After graduating from the University of Washington, Carver moved to San Francisco where he studied at the CSFA, Rudolph Schaeffer School, and with Armin Hansen in Monterey. From the 1930s to the 1950s he produced representational watercolors of the San Francisco Bay area while working as art director of the McCann-Erickson Company. Upon retirement, he moved to Santa Barbara where he exhibited into the 1960s. He died there on Jan. 11, 1982.

Biography from California Watercolor:
Roscoe Carver (1896–1982) Studied: University of Washington (Seattle), California School of Fine Arts (San Francisco);  Member: Santa Barbara Art Association. Roscoe Carver was raised in Washington State.  After graduating from college, he moved to Northern California and studied art with Rudolph Schaeffer in San Francisco and Armin Hansen in Monterey.  From the 1930s to the 1950s, he produced fine art watercolor paintings done in a representational style and worked as an art director at the McCann-Erickson Advertising Agency in San Francisco. After this, he lived near Santa Barbara and exhibited his watercolor paintings locally.
