In 1918 Blattny left his native Czechoslovakia for the United States. He moved to New Orleans, and worked with the Soulie-Crassons firm as a Carnival Float designer and builder. While on vacation in Grand Isle, he became enamored with the town and eventually moved there permanently.
He served as postmaster at Grand Isle, Louisiana, creating drawings and oil paintings of local Louisiana landmarks, landscapes and genre in his spare time.
