This biography from the Archives of AskART:
A Native American, Eulalio was a mission neophyte who learned to paint under the supervision of the padres.  He painted an oil on tin of Blessed Mother and Child  in 1850 at Rancho San Antonio (now site of Berkeley-Oakland).  Eulalio gave the painting to Dona Josefa Peralta who donated it to Loyola University (Los Angeles) in 1938.
