| Born on July 26, 1881 in Youngstown, OH. Evans was educated at Harvard University. Having moved to California, he was in Stockton in 1912. By the 1930s he had settled in Sacramento where he was superintendent of the City Parks Dept. He died in Sacramento on Nov. 30, 1946.
