This biography from the Archives of AskART:
As  a young man, he worked as a cowboy in Colorado and Wyoming, where he met Charles Russell, who took Otto under his wings and mentored his painting.
       
When Otto came to California, he was employed as a game warden, both as a state employee and federal.  When he retired, he said he was going to spend his time painting.
          
He used to call himself The Desert Dauber.  His paintings were almost always desert landscapes of actual places he'd visited as a game warden.
       
Information provided by Richard Rowland, grandson of the artist whose source for this information is an old newspaper clipping he found after his father passed away.

Born in Kansas on Jan. 16, 1891.  By 1930 Rowland had moved to Riverside County and settled in Highgrove.  He died in San Bernardino on Oct. 28, 1967.
