This biography from the Archives of AskART:
Melvin “Tubby” Eugene Millar was born May 6, 1900 in Portis, Kansas.  He attended the Chicago Academy of Fine Arts and the Hollywood Art Center.  Millar grew up in Portis, where his family often found him doodling cartoon characters.  His talent took him to Hollywood in the 1940s and a job at Warner Brothers studio with world-famous cartoonist Friz Freleng.  Although he had different assignments, Millar spent most of his time drawing Porky Pig, a star of the Looney Tunes and Merry Melodies cartoons.  He died in December 1980 in Los Angeles, California.
