This biography from the Archives of AskART:
Leonard Frank Starks was born on Dec. 8, 1891 in Healdsburg, CA.  Starks graduated from Lick High School in San Francisco and then studied architecture there.  He was a designer for the PPIE before moving to Washington, DC to work for Waddy Butler Wood and for Thomas W. Lamb in NYC. In 1921 he returned to California and established an architecture practice in Sacramento.  Some of his important designs there include the Fox Senator and Alhambra theaters, Elks Temple, U.S. Post Office and Courthouse.  His Fresno Bee Bldg now houses the Fresno Museum of Art, and the Marysville City Hall is of his design.  Retiring in 1965, he painted watercolors and sculpted until his death in Sacramento on April 13, 1986.
