This biography from the Archives of AskART:
Born in Washington DC, 1988 to Robert Augustus Phillips and Mary Imogene Barbour, Marguerite Phillips N. Shafer was a painter and teacher at the Abbot Art School in DC where she organized numerous fine and commercial art exhibits.  She also painted frequently in Gloucester and the Cape Ann area of Massachusetts as well as in DC.

She was married to Roy Neuhauser in 1910, and Dr. George Shafer in 1938.

She died in Washington, D.C. on June 14, 1976.

Additional note from the artist's grand-daughter, Karla Mahlberg:

Marguerite married my grandfather Roy L Neuhauser in 1910.  He was a prominent banker/lawyer in D.C.  They lived in Washinton, D.C. In 1920.  Marguerite was in D.C. having her first child, my father. In 1922, she gave birth to a daughter in D.C.

My grandmother may have visited in California before 1920 as she had a brother who lived in Oakland.  She never lived there.
