| Paul Rowell was from the early American impressionist school. He was President of the Lynn Art Club in Lynn, Massachusetts (Organized in 1909). The Vice President of the Lynn Art Club was Harry W. Powers (who is listed in Askart).
Paul Rowell and Harry Powers organized this local art group and held exhibitions for its members and guests at the Lynn Public Library and Oxford Club parlors (1913).
Rowell's work appears to have been influenced by the French impressionists.
