Arthur Locufier was born in Eeklo, Belgium on 26 January 1871. Raised in an art-loving family, he already in his childhood demonstrated his artistic talents. He married Alcie Van Canegem in Eeklo on 12 July 1902. Arthur Locufier was then registered with the profession of "varnish maker."
However, he had given his heart to painting. He was a board member in 1888 of the Eeklo Art Guild and a member of The Art League, founded in 1890.
