According to the 1920 U.S. Census, Zelma Halley, age 13, was living with her parents, Alonzo and Della Halley, in Roundup, Montana in 1920. Both of her parents were from Missouri, and Zelma was the oldest of four children. The California Death Index and Social Security Death Index list her as Zelma Josie Norem, born May 12, 1906 and dying May 5, 1994 at Sonoma with her last residence being Alameda, California. Before moving to California she had lived in Kansas, and in California residences included Santa Rosa, Gilroy, and Tuolumne.

The following biographical information, descriptive of her art career, has been provided by Paul C. Ballard.
"I met Zelma Norem as a child in the mid 1960's when my mother, Wanda S. Ballard, bought a still life, 18"x 24" floral, oil on Masonite; later she commissioned Zelma for a seascape, 40"x 22" oil on canvas. At that time Zelma lived at 1080 N. Brighton St, in La Habra, CA. Her husband's business, "Custom Frames by Lu Norem" for her oils, was also at the same address.
After the seascape was hung in the formal living room,  Mom decided it needed just a touch more pink.  Zelma came over and added a few additional wisps of pink sunset reflections in the surf."

Born in Missouri on May 12, 1906.  Zelma Halley was a resident of Missoula, MT in 1930.  She later married, moved to California and for many years had a studio-home in Livermore.  She died in Sonoma, CA on May 5, 1994.  Her rare works include floral still life.
