This biography from the Archives of AskART:
Andre Balyon was born in The Hague in 1951.  He is the oldest of seven children. His first paintings were completed when he was fifteen.  For the next seven years he studied art with a number of fine artists in the Netherlands before moving to the United States in 1973.  He continued his painting in Miami and then moved to Los Angeles where he further refined his technique for six years.  Following a number of exhibitions in California, Colorado and Houston, Balyon returned to his native Holland for additional studies.  In the early eighties, he settled in Carmel Valley.

"I love to paint the Dutch landscapes, it's where my heart is," declares André. "Growing up in Holland, I felt the moisture saturated air, it is there where I gazed for hours on end at the dramatic cloud formations, caused by the colliding warm air from a gulf stream, the North Sea, with cold air masses from the North." He visits his native country regularly, which explains the prominence of the Dutch landscape in most of his work.

Biography from Whistle Pik Galleries:
Andre Balyon was born on April 2, 1951 in The Hague, the Netherlands, the oldest of seven children. At the age of fifteen Andre began painting under the tutelage of various masters in his native Holland. Prior to embracing his artistic calling as a profession, he was employed as a technical draftsman by ITT Europe and at the age of eighteen moved to Germany to work as a specialized welding engineer. Andre feels that his technical background as an engineer helped him in his work as an artist, “It developed my analytical mind and much of my work has to do with mathematics as well His passion for the Arts finally won out and at the age of 21 he moved to the U.S. to dedicate his life to his artwork. His fascination with atmospheric conditions accounts for the dominant role the sky plays in many of his paintings. For that reason in 1994, Andre was asked by Disney Films to instruct and assist their background artist on oil painting techniques for the skies in the motion picture The Lion King.

“I believe the true purpose of Art is to awaken an emotion; this can be love, pleasure or even pain. It's the developed ability of the artist and the intuitive mind of the viewer that turns it into a conversation or a discussion if you will. However, a painting's ultimate viability as a work of Art largely depends on the quality of the visual terms whereby its message is conveyed."

In 1996 Andre completed a panoramic oil painting entitled Panorama Big Sur. This painting is a 360-degree, 17x120 foot rendition of the coastline of Big Sur, California. This enormously popular painting was on display for 3 years, complete with sound and wind. Although best known for his landscape paintings, in recent years Andre is developing his skill in portrait and figurative painting as well. According to him this can be seen as the ultimate challenge to an artist.

Biography from Askart.com:
Andre Balyon was born in 1951 in The Hague, the Netherlands, the oldest of seven children.  All four of his brothers are artists and graphic designers.  Andre began painting at the age of 15 under the tutelage of various master artists in his native Holland.

Although educated as a technical draftsman and specialized welding engineer--employed by ITT in the Netherlands and firms in Germany--being a painter was his calling.  He feels that his technical background has helped him in his career as a professional artist.

At 21, Andre came to the United States.  He first moved to Miami, Florida and later to Los Angeles, California.  He returned to the Netherlands for several years to further his studies, and in Europe found time for several one man shows.  Although he still travels home regularly, he has resided in the Carmel area for the last 20 years.  As he says, "part of me is (still) over there."  He further explains, "Growing up near the Dutch coastline, you can feel the moisture saturated air.  It is there where I gazed for hours on end at the dramatic cloud formations."  One can feel the moisture-laden clouds in his lush landscapes...the icy chill emanating from his Dutch winter scenes. Andre's work has been compared to the paintings of Dutch Masters that hang in museums.  Yet his range encompasses more than traditional Dutch landscapes; he's also known for his figuratives, still life and local landscapes.

In 1994, he instructed and assisted background artists on magnificent sky scenes for Walt Disney's animated motion picture The Lion King.  In 1996, Andre completed his Panorama Big Sur, a 17' x 120' circular oil painting that took over 3 years to complete, and depicted the famous California Big Sur coastline.  Thousands of visitors experienced the thrill of this spectacular work, complete with the sounds of sea breezes.  Though much of his work is done in his studio, he still works on location on a number of his pieces.  In fact, many years ago, Andre was one of the artists instrumental in pulling together a yearly Carmel plein-air competition...a yearly event which would eventually become the hugely popular Carmel Art Festival, which draws hundreds of the best plein air painters from across the country.
