This biography from the Archives of AskART:
A leading art figure in South Texas in the mid to late 20th century, Benjamin Perkins spent the early part of his life as a military figure but took up art in his later years.  He was born in Houston and trained in civil engineering at the Virginia Military Institute in Charlottesville, earning his degree in 1923.   Then he enrolled in the University of Texas where he earned a bachelor of science degree in 1925, and a master of science in architecture in 1935.   Further education included a Master of Fine Arts degree in 1954 from Claremont College in California and attendance at Columbia University.

In the 1930s, Bailey was on martial-law duty in the East Texas oilfields as a member of the National Guard.  While doing easel painting in his spare time, he taught mathematics and cavalry drill at North Texas Peacock Military Academy in Dallas.

In 1936, he joined the art faculty at Texas A & M University in Kingsville, and then served in the army during World War II.   In 1950, he began his study at Claremont College, and from 1951 to 1968, served as head of the university Art Department in Kingsville, Texas.  He died in Kingsville, five years after his retirement.
