This biography from the Archives of AskART:
Constantino Brumidi was an active Italian muralist in the mid-19th century in America.

Having grown up in Rome, he studied under the most famous neoclassical artists, the Italian Vincenzo Camuccini and the Danish Bertel Thorwaldsen. Having learned the art of fresco painting he successfully worked in Rome at the Vatican and in the Torlonia Palace. In 1848-1849 political events led to his imprisonment in Rome and he was released around 1852. With this freedom he migrated to America in 1852.

He settled in Washington D.C. around 1855. There, Captain Montgomery Meigs, supervisor of the decoration of the U.S. Capitol, contracted Brumidi as mural painter for the U.S. Capitol Project. For twenty-two years he completed works in several committee rooms, the President's Room and the Senate Reception Room and in 1862, the dome of the Rotunda, which Brumidi completed in 1865.
Some saw Brumidi's work as inappropriate with cupids, gods, and goddesses in the classical nature and eventually Emanuel Gottlieb Leutze replaced him.

Brumidi's most important work in the Capitol is the Apotheosis of Washington, for the dome of the Rotunda. His major commissions outside of the Capitol were in churches in Washington D.C., New York City, and Philadelphia, and in the cathedral in Mexico City.
