 A native of Utah, Balaban studied art with Robert E. Wood, Charles Reid, Randal Lake and Valoy Eaton. She has been the Director of the Kimball Art Center in Park City from 1983 on, and serves as a lecturer and judge for various art groups. She is a member and past President (1981-1983) of the Park City Artist Association, and a member of the Utah Watercolor Society.
Exhibited: San Diego (California) Art Institute, 1975; Sun Valley (Idaho) Western Art, 1979; Utah Watercolor Society, Salt Lake City, 1980; Eccles Art Center Invitational, Ogden, Utah; Kimball Art Centennial Exhibition, Park City Gallery Association, 1984 (first place for watercolor).
