This biography from the Archives of AskART:

In 1918 Blattny left his native Czechoslovakia for the United States.  He moved to New Orleans, and worked with the Soulie-Crassons firm as a Carnival Float designer and builder.  While on vacation in Grand Isle, he became enamored with the town and eventually moved there permanently.

He served as postmaster at Grand Isle, Louisiana, creating drawings and oil paintings of local Louisiana landmarks, landscapes and genre in his spare time.

He painted in the 1920s and 1930s, and a lot of the scenes he depicted have been destroyed by hurricanes which have hit Louisiana.  Grand Isle is very fragile since Hurricane Katrina, and may one day become part of the Gulf of Mexico.
