This biography from the Archives of AskART:
A painter, designer, teacher and commercial artist, Melvin Buckner was an instructor at the University of Puerto Rico, 1945-46; Art Director for the American Chemical Society, Washington, DC; vice-president, Society of Washington Artists, 1957-58; and Production Designer of the play, Six Characters in Search of an Author, and others. 

He studied at Carnegie Institute; Art Students League ; George Washington University, earning a Bachelor's of Art degree in Education.  He also studied at the University Puerto Rico, and with Isabel Bishop, and Raphael Soyer.

Memberships included the Society of Washington Artists; Washington Art Guild; and Associated Art Club of Pittsburgh.
