Biography from MATTHEW'S GALLERIES:
| Bell was an academically trained portrait and still life painter born and educated in England. He settled in Portland, Oregon in 1914 and became one of the most fashionable portrait artists in Oregon during his time. Bell also taught. A number of Oregon''s noted artists were his students, including Albert Patecky, Amanda Snyder, and Jeff Tester.
