| Vernon Howe Bailey was a well-known and respected artist of the early Twentieth Century. Having studied at both the Pennsylvania Museum School and the Pennsylvania Academy of Fine Arts, Bailey had abilities that were recognized through painting, printmaking, and illustration.
In his early career, he worked as staff artist at the Philadelphia Times and the Boston Herald. He then spent several years living and working in various European cities before being commissioned by the US Government to do "war works" illustrations at navy yards, gun shops, ammunition factories, etc.
His major popularity lies in both his naval illustration and his architectural drawings. Many of his sketches were used during Bailey's days as a newspaper illustrator, designed to be used in those publications. The titles written in pencil were probably done by the publishers as a way to catalogue the numerous drawings.
