| Born and raised in Dallas, Texas, Baker was a student of Frank Reaugh in the 1920s and then moved to Chicago where he lived from 1924 to 1928 and studied in the night school at the Art Institute of Chicago.
During that time he worked as a commercial artist and also married Ora Lee Phelps, a student at the Art Institute. The couple moved to Dallas where Ora Lee became director of an art gallery and Baker worked as a commercial artist with the "Fort Worth Star-Telegram". As a WPA artist, he completed murals that are in Fort Worth in the U.S. Post Office and Central High School.
Exhibitions included the Annual Texas Art Exhibitions in Houston and Dallas.
