This biography from the Archives of AskART:
The following information is from Jennifer Ober, daughter of the artist.

William R. Beal was born and brought up in New York City in 1914.  He was the son of artist Gifford Beal and nephew of artist Reynolds Beal.  He eventually retired to Rockport, Massachusetts with his wife (my mother) Telka Ackley Beal until his death.  They had three children together; William Reynolds Beal III, Jennifer Reynolds Beal, and Edith Maud Beal.

William R. Beal NEVER moved to Monhegan Island, ME.  He and his family summered in Port Clyde, ME, while painting many paintings both there and on Monhegan Island, which he loved.  He was NOT self taught as an artist, as he spent many years studying with Rockport, MA artist Betty Lou Schlemm.  He was the son-in-law of Stow Wengenroth, and a friend of artist Jacqueline Hudson.

I don’t know if he was friends with Mary Taylor Winter and Andrew Winter, but I do know that my mother went to school with artist Andrew Wyeth, who owned a house on Monhegan Island.

Biography from Brock & Co.:
William R. Beal was born in New York City in 1914 and moved to Monhegan Island, ME. A largely self-taught painter, Beal painted primarily in New England as well as in Bermuda.

His work is held by the Print Club of Albany, and featured in the book Monhegan: The Artist's Island by Curtis, Lieberman and Little.

He was the son-in-law of Stow Wengenroth; friend of Jacqueline Hudson and Mary Taylor Winter and Andrew Winter.
