This biography from the Archives of AskART:

He was the founding director of the Museum in Syracuse which later became the Everson Museum.  Carter served as the second director of the Everson from 1910 to 1931, and under his leadership the museum aquired many 19th century paintings, and American Impressionist and Tonalist works of the early 20th century.

The small group of porcelains by Syracuse art potter Adelaide Alsop Robineau (1865-1929) purchased in 1916,  has grown to the largest holding of Robineau works anywhere, and now builds the foundation for the museum's substantial ceramics collection.

The museum also collects representative works by regional artists, another initiative from the Carter years.
