Born in Des Moines, Iowa on May 14, 1887, Florence Keffer studied at the Cummings School of Art in Des Moines, the Art Institute of Chicago, and the New York School of Fine & Applied Art.
She was a teacher in Las Vegas and New Mexico before moving to San Diego in 1919 as the widow of Edward Chenett. She worked there as a card writer and sign writer for the H. S. Kress Company for several years, and during the late 1920s taught at Evening High School.
