While a student at the Louisville Art Center, during the early days of the Depression, Orville Carroll was recognized as a gifted talent by Adele Brandeis, who directed the WPA project Index of American Design. She expanded the range of the program in Kentucky by securing public mural commissions for young artists. In addition, she was instrumental in documenting Kentucky Shaker furniture and crafts prior to auctions which stripped the communities bare.

Under Brandeis' sponsoship, Carrol became an accomplished muralist landing commissions in Kentucky , Indiana and Missouri. Brandeis sent Carroll to live among the few remaining Shaker town inhabitants. His artistic work was acceptable to the Shakers as an alternative to banned photography.

A recent discovery of Carroll's early work as a WPA artist reveals the true and full extent of his fine art process. Carroll's early style was influenced by his teachers including John Sloan, John Stuart Curry and Isabel Bishop.

Primarily collected for his illustrations and paintings executed as a staff artist with Louisville Courier Journal, this "find" of more thant two hundred early drawings captures the essence of the WPA movement and style.

Orville Carroll was staff artist for the Louisville-Courier-Journal in Louisville, Kentucky from 1940 to 1946. At the Art Students League in New York City, he was a student of John Sloan and John Steuart Curry. 

His work is in Louisville in the Public Library, and the Marine Hospital, and his murals are in Post Offices in Harrodsburg, Kentucky; Osceola, Arkansas; and Batesville, Indiana.

In a Smithsonian Archives oral history by Adedel Brandeis, dated 1965, Orville Carroll is mentioned several times as a local (Louisville, KY) artist and mural painter who worked with the WPA, was a member of the Wonderland Way Art Club, studied at the Louisville Art Center and the Art Students League in New York.

He is also listed as the illustrator of a book titled Louisville: The Gateway City dated 1946, by Isabel McLennan McMeekin.
