Biography from AskART:
| | Born in Poti, Georgia, Russia on Oct. 16, 1891. Costa spent his youth in France and during WWI served in the French army. He immigrated to the U.S. in 1929 and painted portraits of President Hoover and the Prince of Wales. In 1935 he moved to California and in 1936 his portrait of Governor Merriam was placed in the California State Capitol.
