This biography from the Archives of AskART:
The following, submitted January 2004, is from Maureen Ross, niece of Mrs. Gwen Hylands.

In the late 1800's Mr. Cowell stayed in Yarmouth Nova Scotia for a summer painting scenes from the area. My Aunt Gwen Hylands has four of his paintings. When I questioned her as to where she got them, she told me back then Mr. Cowell spent the summer in Yarmouth with her late husband's mother and father, the Parkers. After the summer was over and before he left, he gave Mr and Mrs Parker four of his paintings.

When they passed away these paintings went to their son Pat, my uncle, and when he died my aunt took possession of them. Two are paintings of the ocean and two are country scenes. All these paintings are signed by Mr. Cowell, I've compared the signatures to paintings I have found on the internet.

Biography from Schwarz Gallery:
William Cowell, a landscape and marine painter, was born in Boston, Massachusetts and lived primarily in Chicago but spent his summers in Nova Scotia.  He also worked in New York from 1870 to 1872; in Nahant, Massachusetts; and in Narragansett, Rhode Island.  He exhibited at the Brooklyn Art Association in 1869.

Cowell studied at the Pennsylvania Academy of the Fine Arts with Edward Moran and John Faulkner. According to the exhibition records at the Pennsylvania Academy of Fine Art, William Wilson Cowell was a regular exhibitor from 1876 to 1900.

Cowell specialized in marine subjects, and like many other artists, the works of A.T. Bricher and F.A. Silva from of the luminist school influenced William Wilson Cowell.  He combined the teachings of Ruskin with the influence of the luminist to compose his wonderful light filled expressions of nature, as seen in Sunset of Desert Rock, Maine 1873.
