Born in Dusseldorf, Germany, Otto Dinger was a painter, etcher, engraver and panoramist, whose career was both in Germany and in Milwaukee, Wisconsin. He was the son of Friedrich August Dinger (1827-1904), a prominent copper engraver.

Otto Dinger took his training in portrait and genre painting at the Dusseldorf Malerschule. In 1885 at age 25, he went to Milwaukee to work as a panorama painter but did not stay long, and by 1889 was back in Germany, settling in Berlin-Charlottenburg. Reportedly he became an etching student of Karl Kopping at the Berlin Academy, and by 1891, he was exhibiting his work in Berlin, which included engravings, oil paintings and watercolors. He was especially active with exhibitions between 1904 and 1911.

He lived in Berlin until 1928, and nothing is known of him after that time.
